Restrictions Management screen
Rather than having all restrictions based on rates, a new management screen could be introduced for general restrictions. From here, Mewsers could create independent restrictions and then apply them to rates or rate groups as necessary.

Yes, sorting by categories through many areas of MEWS would be helpful.
