Yes, this is needed. The Rate Group logic goes against established standards in hotel PMS systems, and is incredibly confusing.
Policies such as cancellation and guarantee should be at a rate plan level. These should flow through to the booking engine as well, and I shouldn't have to type out these policies every time I want to make a change, on every single rate plan so the consumer knows what they are booking.
Additionally, the rate plan should be able to hold basic restrictions such as lead time and LOS requirements.
Rate Groups should be used only to apply temporary restrictions, not for basic configuration needs.

Yes, the reservation process is not user friendly at all, and it should hide rates/rate groups that are not available for sale.

Yes, need a way to view availability at a glance. I would like to know how many of x room type is left to sell with a summary, not a long grid of individual spaces.

How commissions are handled in Mews makes zero sense. Rates are commissionable, not companies. A company can book both commissionable and non-commissionable rates.
This specific design quirk makes me think that Mews was designed by people that have never worked operations in a hotel.
