YES! A voucher should be able to be defined on both stay dates and booking dates. In that way a promotional rate can be used for several promotions without having to do restrictions on rate levels that could collide

Great idea. Especially for the pricing. Many companies/OTA´s will use the same rate as others, but they have a difference in payment or cancellation rule or simply a different price on one room type....copy would definately save time and ensure consistency in pricing.
2nd on that.
See a danger in having to remove an overall restriction (which is there for a reason) to make a group reservation for example.
Then having to replace the restriction before any other bookings are made.
